Consumers gave retail outlets some relief last month but are still being frugal with their cash, market analysts said.

Sales were up slightly in April, but consumers mostly gravitated towards discounters and wholesale clubs, staying away from clothing stores and outlets selling other non-essentials.

Analysts say consumers are more likely to use available cash to pay down debt and catch up on utility and food bills.

President Bush and Congress passed a stimulus package in March, expecting the nearly $190 billion to be spent and thereby spur the economy.
